The National Register of Home Breeders

The Home Breeders Association (HBA) and its associated database, the National Register of Home Breeders, has been established to give a voice to and provide access by the public to small scale breeders of dogs, cats and other pet animals.  

The objective of HBA is to press and work with authorities for simplification, clarification, and better tailoring of the breeding licensing requirements as particularly applied to small-scale home breeders. It will also strive to protect the right of responsible breeders to make health and welfare decisions regarding their animals from the unnecessarily intrusive, bureaucratic, ‘tick box’ culture which the Regulations demand.

The group supports the right of breeders to breed pets, whether as a hobby or business, so long as high animal welfare standards are met.  Breeders of non-pedigree as well as pedigree dogs are welcome, and while the group is targeted towards mainly home breeders who keep dogs as free-roaming pets in the home, the group is also open to small scale residential kennel breeders as many licensing issues are likely to overlap.

Licensed breeders, breeders in the process of obtaining licensing, and active ‘out-of-scope’ home breeders concerned with the potential impact of the recent legislation on their breeding activities are all welcome to join to make their voices heard and counted in the evolving legislation regarding dog breeding in England.
